Gimp is a free graphics program that can do lots
of things. It reminds me of a basic version of psp, you can make similar stuff on it. Like glitters, overlay text
and colorized pictures. For most of these tutorials I have looked at how you do it on PSP, and adapted it to GIMP
Photobie
Photobie is a free graphics program, which can do a wide variety of things.
Paint
Paint is a pretty basic program that about every computer has. But if you know a lot about it you can do some pretty good stuff with it.
