What are Key Quest tokens? Well, from the information released so far, they are the game pieces you will be able to play with when the game launches. They are currently available from select Neopets Merchandise, such as Trading Card fun Paks, and '5 inch Plushies.
It is said that they will be available from participating in events around the site (Neopets.com.) You can redeem your Key Quest tokens Here!
There are currently 18 tokens available.

Collector's Case
Your Collector's Case is where you can view all the Key Quest tokens you have collected so far. Those who visit your userlookup can now view your Key Quest Tokens, and you can views other Neopian's tokens, by clicking this icon

There has recently been a glitch where random Key Quest tokens appeared in Neopian's Collector's cases, even though they haven't redeemed a token. Most of the accounts in which the glitch occured were inactive. This hasn't been fixed yet.

F.A.Q.
Q. I won one of the limited Edition Plushies in the Plushie giveaway, and I didn't get my Key Quest token. Is this another glitch?
A. Nope. Key Quest tokens are not available if from those Limited Edition Plushies. Sorry!

Q. When is Key Quest going to be launched?
A. TNT said sometime this Spring, so we are just going to have to be patient.

Q. How many Key Quest tokens can I collect?
A. 18 tokens can currently be earned!

Q. Can I play Key Quest now?
A. No, you can only collect tokens, you have to wait for TNT to launch the game.

Q. Can I earn Key Quest tokens from the NeoCash cards?
A. Currently, no.
